INCORE guide to Internet sources on Restorative Justice

Resources compiled by Niall Whelehan (December 2004)


Contents

The aim of this INCORE thematic guide on restorative justice, a philosophy which plays a significant role in the field of conflict resolution, is to provide full-text publications and resources for those interested whether academically or practically in restorative justice and peacebuilding efforts. The practice of truth commissions has not been included due to its unique characteristics.

This guide provides a general introduction to primary documents available for the use of researchers which is followed by secondary information and opinion on specific cases.

Inclusion in this guide does not imply an endorsement by INCORE of the views expressed in any of these sources. If you have a complaint about this guide or believe that we have omitted a relevant source please read our information about the guides before writing to us. United Nations.
Several documents, declarations, and resolutions relevant for the field of Restorative Justice may be found on the UN website, such as:

Restorative Justice International – Framework of Restorative Justice Principles and Applications
Fresno Pacific University is the seat of the Restorative Justice International Organisation of the Centre for Peacemaking and Conflict Studies. The website of the centre provides several resources in the field, in particular their framework of restorative justice, which is designed to provide a resource to public agencies, business and nonprofit organizations, schools and other groups.

Centre for Restorative Justice and Mediation
The Centre is part of the University of Minnesota. It offers various tools and documents for the study of restorative justice, in particular several articles on contemporary issues in the field. A particularly helpful document is the annotated bibliography of empirical studies in the field of restorative justice.

International Institute for Restorative Practices
The International Institute for Restorative Practices (IIRP) is a non-profit organization that provides education, consulting and research in support of the development of restorative practices around the world. It promotes the discussion and publication of definitions, ideas, best practices, theories and standards for restorative practices, and their website library contains some useful documents and research about restorative practices.

Essay by Yasmin Naqvi of the Red Cross on finding the necessary balance between criminal prosecution of those accused of committing war crimes and the victim's right to justice. Transitional Justice Institute, University of Ulster
The recent establishment of the Transitional Justice Institute at the University of Ulster, Northern Ireland provides a physical base from which to develop and attract international scholars and liaise with policy makers in local and international institutions. Northern Ireland Human Rights Commission
The Northern Ireland Human Rights Commission came into existence on 1 March 1999. The Commission has a full-time Chief Commissioner (Brice Dickson) and five part-time Commissioners. Its role is to promote awareness of the importance of human rights in Northern Ireland, to review existing law and practice and to advise the Secretary of State and the Executive Committee of the Northern Ireland Assembly on what steps need to be taken to insure justice and protect human rights in Northern Ireland.

Mediation Northern Ireland
The ‘Mediation Network’ evolved in the 1990s as an agency to promote the practice of mediation and train mediators in Northern Ireland. They offer several core courses repeated at intervals throughout the year. In addition, they arrange customised training with a wide variety of statutory agencies, voluntary groups, colleges and businesses. These courses are tailored to meet the specific needs of the group in terms of content and length.

BARJ is a non-profit restorative justice training program funded by the United States Office of Juvenile Justice Delinquency Prevention and housed at the Community Justice Institute, Florida Atlantic University, Ft. Conflict Research Consortium – Colorado
This website contains a set of materials and outlines of courses designed to help people better deal with difficult, long-lasting, and resolution-resistant conflicts. Some of the materials are theoretical--they discuss the nature of conflicts and conflict processes, and they discuss what conflict theory tells us about ways conflicts can be most constructively approached. Other materials are practical. They discuss typical conflict problems and potential solutions. While the practical material draws upon theory, it is largely based on practical experience and is designed to provide solutions to particular problems.
