Institute of Ethnology and Anthropology Russian Academy of Sciences. Centre for the Study and Management of Conflict


The Institute of Ethnology and Anthropology of the Russian Academy of Sciences (IEA), established in 1933, is one of the oldest social science institutes in Russia. Its staff includes 180 scholars in the field of ethnology, history, sociology, cultural and physical anthropology. Research focuses mainly in ethnic history and culture of the peoples of the former USSR as well as of the other countries, inter-ethnic relations and ethnic conflict. The IEA publishes about 50 scholarly monographs a year, bi-monthly journal "Etnograficheskoe obozrenie" (Ethnographic Review), and working papers on Applied and Urgent Ethnology.

Since 1992 the IEA has been working in the field of conflict prevention and conflict management. These activities are co-ordinated by The Centre for the Study and Management of Conflict established in 1996. The Centre was developed mainly from the international project "Conflict Management in the Post-Soviet States" initiated in 1992 and mainly funded by the Carnegie Corporation of New York. The project is co-ordinated by the IEA and the Conflict Management Group (Cambridge, Massachusetts), in co-operation with the International Laboratory of Telecommunication VEGA.

Goals and activities

      • The analytical and applied research on ethnicity, nationalism and conflict in multiethnic states in a time of socio-economic and political transitions
      • Dissemination of data and research through scholarly publications, bulletin and other communication means
      • Assisting policy makers, experts and public sector with analysis and recommendations in the filed of governance and conflict management A series of monographs have been published on ethnicity, nationalism and conflict, on forced migrations and refugees issues in Post-Soviet states.

      Network for Ethnological Monitoring and Early Warning (EAWARN).

      The EAWARN has been inaugurated on 1 November 1993, and its Founding Director is Professor Valery Tishkov. The goal of the Network is to execute ethnopolitical monitoring of Post-Soviet states, especially the Russia's regions with a multiethnic population for the purpose of conflict prevention and conflict management. The EAWARN includes about 30 highly qualified local experts (researchers, journalists, practitioners and others) from the CIS and Baltic states Since 1995 the EAWARN provides also regular reports on the issues of forced migration and refugees with partial support of the Open Society Institute. Since 1994 the EAWARN publishes bi-monthly Bulletin and special reports available to international academic audience and political institutions, national and regional power structures of the Russian Federation and of other states, NGOs, experts and practitioners. The information produced by the EAWARN's members is stored in the computerised "Data-Bank on Ethnicity and Conflict".

      Training Seminars and Conferences

      Since 1992 the project and the Centre conducted 10 training seminars and 5 conferences on conflict management issues for national and international NGOs and initiatives. The EAWARN conducts annual seminars (Russia,1994; Cyprus,1995; Northern Ireland,1996; Sri Lanka,1997). A model for ethnological monitoring and early warning based on indicators 46 has been developed in 1996. Seven monographs-models were published and three of them are prepared for publication as a collaborative project "Monitoring Ethnicity, Conflict and Cohesion" supported by the UNESCO MOST programme. In 1995 - 1996 the Centre worked on a joint program with the Berghof Research Centre for Constructive Conflict Management (Berlin) "Training and Supervision in Ethno-political Mediation" sponsored by the PHARE and TACIS Democracy Programme. Three training seminars were conducted within the framework of the project. In September 1997, a conference ''NGOs and Ethnopolitical Conflicts'' was conducted in collaboration with the Federation for Peace and Accord.

      Peace Initiatives and Peace-Making Interventions

      The EAWARN members as experts in ethnopolitics participate in mediations between conflicting parties and in crisis prevention:

      • participation in the Russian Governmental Commission and in different negotiating groups to develop a peace plan for Chechnya and to resolve the hostages crises in and around Chechnya, (1994 - 1996);
      • working out the concept papers on the Russian state nationalities' policy, the policy towards compatriots abroad, position paper on the North Caucasus (1996-1998);
      • participation in resolving the crisis situations (Budennovsk, 1995; Kizlyar and Pervomaiskoye, 1996);
      • negotiations between the North Ossetian and the Ingush parties of the conflict;
      • conflict management in the South Ossetia (1996-1998);
      • conflict prevention activity among the Cossaks and Dagestan diaspora in Stavropol' krai;
      • search for lost soldiers and for forcefully seized persons in the Chechen Republic;
      • participation in preparation and signing the peace agreement between the Russian federal authorities and the Chechen rebellious leadership, Novie Atagi (August, 1996);
      • joint peace-making actions with the non-governmental groups, religious leaders, Cossaks, the elders in the North Caucasus;
      • public level negotiations between Moldova and break away region of Trans-Dniestria;
      • bridge-building between citizens and non-citizens in Latvia, defence of minorities' rights;
      • expertise and conflict management between Energy Corporation "Karelenergo" and local population;working out the state program for providing the interethnic conciliation and cultural development in Bashkiria;
      • assistance with establishing by Alexander Lebed the Peacemaking mission in the North Caucasus (June, 1998).
